Why official letters are hard
A letter from the Finanzamt, the Ausländerbehörde or the Jobcenter uses words you know in combinations you do not. The style has four habits: it removes people from sentences, turns actions into nouns, prefers the passive and the sein zu construction, and relies on a stock of fixed formulas. Once you can strip those back, the message is usually simple.

The most important thing in an official letter is the decision and the action it requires. These formulas carry it.

A Bescheid is a formal decision with legal effect, not the everyday Bescheid sagen. The section headed Rechtsbehelfsbelehrung tells you how and by when you can appeal; the deadline in it is binding.

Officialese links ideas with prepositions instead of clauses, most of them with the Genitiv. Read each one as a short clause.
