Only werden changes
To put a passive sentence into the past, you change werden and nothing else. The Partizip II of the main verb stays where it is, at the end of the sentence. Put werden into the Präteritum and you get wurde gebaut. Put it into the Perfekt and you get ist gebaut worden. Both mean was built.

Perfekt passive
The Perfekt passive always takes sein, even when the active verb takes haben: Man hat das Haus gebaut becomes Das Haus ist gebaut worden. And the participle of werden is worden, without the ge-. It stands at the very end, after the participle of the main verb. The full participle geworden belongs only to werden meaning to become.

wurde or ist … worden?
wurde is the normal past passive, in writing (news, reports, history) and in speech. ist … worden is just as correct. You hear it mostly in speech, about something that has just been done and still matters now. Many speakers avoid the long ending when wurde will do.
Die Firma wurde 1998 gegründet.
The company was founded in 1998.
Mein Handy ist endlich repariert worden.
My phone has finally been repaired.
