The verb that stopped meaning anything
English does this too: take a shower, make a decision, have a look. The noun holds the meaning, and the verb is only there to carry tense and person. German calls this a Funktionsverbgefüge and uses it a lot, especially in formal and written language.
The catch is that the pairs are fixed and rarely match the English ones. In English you make a decision; in German you treffen one. An application is gestellt, an option kommt in Frage.

Noun as accusative object
The noun stands where a direct object would stand, with or without an article: einen Antrag stellen, Rücksicht nehmen, einen Spaziergang machen.
Sie müssen zuerst einen Antrag stellen.
You have to submit an application first.
Bitte nehmen Sie Rücksicht auf die Nachbarn.
Please be considerate towards the neighbours.
no article: Rücksicht nehmen is fixed
Wir haben noch einen Spaziergang gemacht.
We went for a walk afterwards.
Noun in a prepositional phrase
Preposition plus noun, often contracted: in Frage kommen, zur Verfügung stehen, in Verbindung setzen. These look like idioms, and the next section shows the system behind many of them.
Ein Umzug kommt für uns nicht in Frage.
Moving house is out of the question for us.
Der Raum steht ab Montag zur Verfügung.
The room is available from Monday.

stellen or stehen? A system behind many pairs
Many pairs follow the logic of stellen (to put) and stehen (to stand): the same noun can combine with a verb that says somebody makes it happen and with a verb that says it simply is the case.

Qualifying the action
The noun can take an adjective, and that is the usual way to qualify the whole expression: eine schnelle Entscheidung treffen, großen Einfluss haben.
Wir müssen eine schnelle Entscheidung treffen.
We have to make a quick decision.
Das Wetter hat großen Einfluss auf die Ernte.
The weather has a big influence on the harvest.
